Request for Proposals: 20 Nolan Park Renovation

The Trust for Governors Island (“The Trust”) is seeking to engage a general contractor for the renovation of a historic wood-framed building, Building 20, in Nolan Park. The detailed scope of work including drawings and specifications can be found in Exhibit J.
The purpose of this Request for Proposals (the “RFP”) is to procure a qualified contractor to perform a full restoration of the interiors, restore the continuous wrap-around porch, replace the MEP systems, install new fire suppression and fire alarm systems, and construct a new ADA accessible ramp as per the drawings defined by the architect of record, Jaklitsch/Gardner Architects, PC (J/GA). The plans (the “Project”) are detailed in J/GA’s construction document set dated August 27, 2021 and specifications. This work will be part of the change in use from residential to two commercial suites.

Request for Proposals: Admiral’s House Rehabilitation

The Trust for Governors Island (“The Trust”) is seeking proposals for a general contractor to rehabilitate Admiral’s House at 1 Barry Road in Nolan Park on Governors Island. The work to be completed is described in brief below and outlined in the drawings and specifications in Exhibit J of the Request for Proposals (RFP). The purpose of this RFP is to procure a qualified contractor to perform targeted remediation of the deteriorated building envelope, interiors, site, and structure, upgrade existing electrical and plumbing systems, and provide select non-structural demolition on the second floor as per the drawings defined by the architect of record, Alexander Gorlin Architects (AGA). The plans (the “Project”) are detailed in AGA’s construction document set dated July 30, 2021 and specifications. This summary does not encompass the entire scope. Refer to drawings and specifications in Exhibit J for the complete scope.

Request for Proposals: Historic Tax Credit Counsel

The Trust owns approximately 52 buildings located within the Governors Island National Historic district, which has been landmarked by the City’s Landmarks Preservation Commission. The Island’s historic buildings may be eligible for the New York State Rehabilitation Tax Credit Program, which is used in conjunction with the Federal Historic Preservation Tax Incentive, to provide owners with a financial incentive to rehabilitate a building in a manner that retains its historic characteristics. As historic tax credit financing could be a critical source of financing for buildings renovated by potential Historic District tenants, it is important for the Trust to retain appropriate legal counsel to advise and represent the Trust on issues that may be raised by historic tax credit financing structures. The Trust also seeks outside counsel with a commercial real estate group to support and ensure that leases contain any necessary provisions to secure and retain historic tax credits.
